Background-
Deputy Prime Minister Le Tien Chau has welcomed a proposal from the University of Hong Kong (HKU) Business School to open a campus in Vietnam and build a global business research and education platform in Hanoi.
Chau met Prof. Hongbin Cai, dean of the school, in Hanoi on October 20. Cai outlined the school’s operating model, training strategies and experience in internationalization, partnership building and research, and said it attracts talented academics from around the world.
Chau praised HKU as the oldest research university in Hong Kong and credited its Vietnam representative office, active since 2022, with helping secure more than $4.7 million in scholarships for Vietnamese students. The office also ran AI management and digital transformation training for a senior National Assembly delegation.
He said Vietnam treats high-quality human resources as one of its three strategic breakthroughs, and noted that Decree No. 361/2026/ND-CP sets conditions for foreign universities to open branch campuses.
Chau suggested a phased approach, starting with joint programs with Vietnamese universities or pilot courses to gauge demand before building a full campus.
He encouraged HKU faculty to teach and supervise doctoral students in Vietnam, and backed joint research and commercialization of results. He also proposed priority admission for outstanding young Vietnamese scientists, more scholarships and training for lecturers and education managers.
Chau named artificial intelligence, data science, semiconductors, green finance, fintech, business administration and public health as priority areas.
